Other Plans, Programs, and Studies

The Lancaster MPO is involved with a wide range of projects. Some of these projects are more technical or “in the weeds” than our main plans. Others we have summarized or implemented elsewhere on this website. Here is a collection of the work we do to keep Lancaster moving. Federal Certification Review

In May 2022, The Federal Highway Administration and Federal Transit Administration conducted a Certification Review of the transportation planning process for Lancaster. The report explains the review process and provides the conclusion of the review.


Unified Planning Work Program(UPWP)

The UPWP lists the major activities/tasks and resulting products that will be completed by the Lancaster County Planning Department and South Central Transit Authority during a two year period.   It identifies who will perform the work, the timeframe for completing the work, the proposed funding by activity/task, and a summary of the total amounts and sources of federal and matching funds.  


Public Participation Plan (PPP)

A formalized plan aimed at ensuring that every Lancaster County resident is given the opportunity to participate in the development of transportation policies, programs, and projects being proposed in the county. It describes the participation tools at our disposal and recommends which ones should be used for each Lancaster County Planning program.


Limited English Proficiency (LEP) Plan

The LEP Plan outlines how our programs are being made accessible to those who have a limited ability to read, speak, write, or understand English. It is concerned with those who primarily speak a language other than English. It sets a timeline for translating vital materials into Spanish and Vietnamese, as well as standards for notifying language communities of the availability of translation and interpretation.


Human Services Transportation Plan (HSTP)

The HSTP summarizes the transportation needs for people who have transportation challenges because of disability, low income or senior age. The Plan identifies transportation solutions to respond to these challenges


Regional Operations Plan (ROP)

A plan for a regional approach to traffic operations in Eastern Pennsylvania. It is important for regional implementation of Transportation Systems Management and Operations (TSMO) strategies.


State Routes 283/230 Corridor Study

A framework for Lancaster County to address economic development and land use management challenges along State Routes (SR) 283 and 230, with analysis and justification.


Annual List of Obligated Projects

A listing of projects (including investments in pedestrian walkways and bicycle transportation facilities) for which federal highway, bridge, or transit funds were obligated in the preceding program year.

The listing shall be published or otherwise made available in accordance with the MPO's public participation criteria for the TIP.
