Public Comment: connects2050, the TIP, and AQCA Report

Review the draft connects2050 Metropolitan Transportation Plan, the draft 2025-2028 Transportation Improvement Program (TIP), and the Air Quality Conformity Analysis (AQCA) Report! These three documents will be open for  a 30-day public review and comment period from May 13 through June 12, 2024.

Connects2050 is our plan to meet the mobility needs of people and goods in Lancaster County over the next few decades. We use the information we gather for this plan to coordinate with our partners and direct around $81 million in funding per year. This funding goes towards maintenance and improvement of our transportation system.

We conducted a survey during the preparation for this plan that ended on March 9, 2024. The results of this survey are included in the draft of the plan. Learn more about the survey here.

The 2025-2028 TIP: A List of Transportation Projects for the Next Four Years

The Lancaster MPO works with PennDOT and the South Central Transit Authority on a recurring listing of projects called the TIP. The TIP represents the next 4 years of transportation projects such as road resurfacings, bike trails, bridge repairs, and traffic signal improvements. It is updated every other year.

The projects are split into two basic categories:

  • Highway and Bridge TIP - many of the projects on the TIP address bridges or roads. But Highway and Bridge also covers surfaces that are used to get around without cars, such as trails, bicycle boulevards, and related projects.

  • Transit TIP - the Transit TIP deals with projects related to buses. In Lancaster, that means supporting the Red Rose Transit Authority.

We adopted the 2025-2028 Transportation Program Selection Process to determine which projects would be included on this TIP.

Air Quality Conformity Analysis Report

The report provides an analysis of the air quality implications of connects2050 and the 2025-2028 TIP. Lancaster County is not meeting its goals for ozone or PM2.5 particle air pollution. To address this “nonattainment” status, this study estimates how these projects and programs will affect our ability to meet goals related to having cleaner air. The analysis ensures that the findings conform to all current air quality criteria established by the U.S. Environmental Protection Agency (EPA).
